Russia has lost more than 2,200 main battle tanks since invading Ukraine in February last year. Russian storage depots are deep, but they don't have an unlimited supply of armor to throw into a new fight. In fact, Russia is rebuilding tanks rather than building them, and their capacity to do so may be reaching its limit. Russia has vast stockpiles of old tanks, from T-90s barely 20 years old to rusting T-62s from the 1960s. More importantly, Russia's supply of old tanks for rebuilding is showing signs of running down.

Millions of Ukrainians face a deadly winter — and it isn't just the risk of being hit by Russian bombs. “This winter will be life-threatening for millions of people in Ukraine,” according to Dr. Hans Henri Kluge, the United Nations health agency’s regional director for Europe. Average winter temperatures in Ukraine are around 27 degrees Fahrenheit, and are expected to reach minus 4 degrees Fahrenheit in parts of the country in the coming months, the WHO said. Russian troops have raped and tortured children in Ukraine, carried out a “large number” of executions and committed other war crimes, according to a United Nations investigation by legal experts. “Based on the evidence gathered by the commission, it has concluded that war crimes have been committed in Ukraine,” Erik Mose, the chairman of the three-member commission, told the U.N. Human Rights Council. Mose, a Norwegian judge, said the commission has documented cases in which children have been "raped, tortured and unlawfully confined." Children also have been killed and wounded in “indiscriminate attacks” by Russian forces using explosive weapons, he said. Russia has denied committing war crimes and defended its conduct of the war since it launched the invasion Feb. 24.

CNN —The United States is in “deep” talks with India over its reliance on Russian arms and energy, a US State Department official said Tuesday, in a development that could further isolate Moscow on the international stage. “India is heavily, heavily dependent on Russia, and that’s something that they did to themselves over some 40 years: first their military and then their energy dependence,” the official said. The State Department official’s comments came hours before Russian President Vladimir Putin announced an escalation of Moscow’s offensive in Ukraine, calling for the immediate “partial mobilization” of Russian citizens. Annual India-US trade is more than $110 billion, compared to about $8 billion for India’s trade with Russia. India is also a member of the Quadrilateral Security Dialogue alongside the US, Japan and Australia.

IZYUM, Ukraine — The stench of death hangs over a small forest in northeastern Ukraine. Already, hundreds of bodies have been retrieved, including those of children, Ukrainian forensic technicians here say. Some of the graves bear wooden crosses, inscribed with the names of the dead and sometimes floral tributes. EuropeInvestigators say they found signs of torture on some of the hundreds of bodies buried in a forest at the edge of Izyum, which was recaptured this month.

The scale of the Russian military’s and political leadership’s setbacks in Ukraine have become too vast for even state media and pro-war activists to ignore. With Russian forces on the retreat, more and more they are accusing the leadership of betraying the troops. As Ukraine retakes territory, videos are appearing online appearing to show massive amounts of equipment abandoned by retreating Russian soldiers. Radical right-wing bloggers calling for Putin to take the gloves off in Ukraine are not a direct threat to the regime, Stanovaya said. The Russian elite is used to seeing Putin as a strong man, someone who deals with challenges and always knows where he’s taking the country.
